Weighted Availability Scoring

Resource Managers will now be able to more accurately determine the availability of a given resource when deciding who to schedule work to.

The existing suitability scoring of 100% for full availability, and 0% for a resource that does not have full availability, has now been replaced with a weighted scoring system so that a resource with partial availability is given a higher weighting than resource that has no availability.
