New editing actions for unassigned bookings

A new permission-based feature enables users to edit both the effort and duration of unassigned bookings. Booking bounds (if enabled), to adjust the earliest start time and/or latest completion time, and the handles for adjusting unassigned booking duration are now fully editable. These new actions operate in both Engagement and Resource View:

Wherever booking adjustment is described within help, these actions now extend to unassigned bookings for users with the necessary permission.
