New configuration for suggestion comments

We’ve added a new configuration (for superusers) to choose if users need to enter a suggestion comment prior to saving Gantt changes. The example below shows the disabled save button with a tooltip and a highlighted comment field to prompt the user. This will only be displayed for users whose systems have been configured to use this field.
